CPC Urges City Council to Fund RISE Network at $3.5M as Legal Services Demand Outpaces Capacity

CPC joined advocates to call on the City Council to fully fund the Rapid Immigrant Support and Empowerment (RISE) Network at $3.5 million in the FY2027 budget. The push comes as ICE arrests of Asian immigrants in NYC have surged sevenfold. Carlyn Cowen, CPC's Chief Policy and Public Affairs Officer, and Jack Hsia, CPC's Senior Attorney, were interviewed and shared that families have been torn apart by ICE detention, and the waitlist for legal services continues to grow. It has been difficult to find services in languages that our community members speak. Over the past year, CPC has conducted more than 2,000 Know Your Rights trainings, provided 300 legal consultations, and taken on 100 cases.
