CPC Update on COVID-19
Update September 1, 2022 - New COVID Prevention Protocols and In-Office Capacity Increases for CPC Staff
Below is an update on CPC's COVID Prevention Protocols for all staff.
Phase one—Effective immediately:
Both the daily COVID-19 health screening questionnaire and temperature check will cease. (NOTE: If you run a fever, do not feel well, or exhibit symptoms not explained by allergies or other non-contagion, you MUST stay at home—Please take leave or work remotely where feasible. All facilities must post signage reminding everyone of this; and supervisors and directors must ask anyone not feeling well to return home.)
After a COVID positive case is reported, areas in which a COVID positive person has been identified as having been present will be closed and subject to non-electrostatic disinfection. Electrostatic spraying will no longer be required. Regular daily cleaning and disinfection will continue.
Phase two—By September 12:
All CPC sites increase in-office capacity to 50%, except for those CPC sites which have already been at higher capacity per funding agency guidelines (e.g., daycare centers, senior centers, residential programs, etc.)
Phase three—By November 1:
All CPC sites increase in-office capacity to 75%, except for those CPC sites which have already been at higher capacity per funding agency guidelines (e.g., daycare centers, senior centers, residential programs, etc.)
Update June 17, 2022 - NYC Announces Plans to Administer COVID-19 Vaccine to Children ages 6-Months and Older
Today New York City announced its plan to distribute the COVID-19 vaccine (pending U.S. Centers for Disease Control and Prevention recommendation) at City-run sites starting next week.
Here is some important info on how you can find both City-run and private points of distribution:
- Starting this Wednesday (6/22), NYC will open 10 dedicated Moderna vaccine hubs exclusively for children ages 6 months up to and including 5 years old.
- These City-run sites will be either by appointment or walk-in. For appointments call 877-VAX-4NYC or visit vax4nyc.nyc.gov. The system will begin to accept appointments for children under 5 starting on Tuesday (6/21).
- Locations and hours of these City-run sites can be found in the chart below.
- Beginning Tuesday (6/21), NYC's Vaccine Finder website (vaccinefinder.nyc.gov) will be updated with info on non-City sites – such as pharmacies – offering vaccination to children under 5.
- Most non-City sites are expected to start offering vaccines on Wednesday (6/22).
- Many pediatrician offices have ordered a supply of vaccines for children under 5. It's recommended that you reach out to your child's pediatrician today to see if they will be offering the vaccine.
- Note that NY State law allows pharmacies to offer Covid vaccinations only to people ages 3 and older.
Update November 5, 2021 - Children Ages 5-11 Now Eligible for the COVID-19 Vaccine
The Pfizer vaccine was approved for children 5-11 years old and is now available in NYC! Don’t wait and get your little loved ones vaccinated today!
The $100 individual incentive is also available to children who get vaccinated. For more information about vaccines and children, families can go to nyc.gov/covidvaccine and see this FAQ.
Children must have a parent or guardian's consent to get the vaccine. Parents or guardians can call 212-COVID19 with questions about the vaccine and also talk to their health care provider with concerns or questions specific to their own medical situation.

Update August 18th, 2021 - Post-Travel Quarantine Requirements for Employees
Please be advised as an added safety precaution for everyone's health and well-being, all employees who travel to the following areas below MUST quarantine for 10-days and will need to take a COVID-19 PCR test after they return regardless of vaccination status. Employees will not be allowed to return to work until they can show proof of a negative PCR test, including those who are fully vaccinated.

- Florida
- Georgia
- Kentucky
- Louisiana
- Mississippi
- Oklahoma
- South Carolina
- Tennessee
- International Travel
As a reminder these states have been designated as quarantine travel states by CPC because of their rate of infection per population of 100,000, approaches or exceeds the national average. Accordingly, if you travel to any of the states listed above or to any oversees destination you must quarantine at home for 10 days upon return and must show proof of a negative PCR test before returning to work. Please refer to the accommodation chart for rules about quarantine. Update April 12, 2021 CPC Reopening Plan
Dear CPC Community,
We hope you and your loved ones are staying healthy and safe.
Since the pandemic began, CPC has been committed to two goals: 1) keeping our staff and community members healthy and safe and 2) providing services safely and securely. While some essential services continued to operate normally, our community centers closed indefinitely, and most programs transitioned to virtual services.
Reopening: Having developed our own comprehensive reopening plan and continuing to monitor the City’s public health situation, we are excited to announce the reopening of our community centers in Manhattan, Brooklyn, and Queens starting Monday, April 19th.
Guidelines: Prior to reopening, we would like to provide you with several important guidelines on what to expect:
- In-person services at our community centers are by appointment only.
- Individuals are required to complete an electronic health questionnaire before entering community centers.
- Individuals will have their temperature checked and health questionnaire reviewed upon arrival.
- Face coverings are required and must be worn at all times.
- Community centers will not exceed 40% normal capacity and will be cleaned daily.
COVID-19 Vaccine and Testing: We encourage community members to get the COVID-19 vaccine, continue COVID-19 testing, and receive the flu shot.

Universal Vaccine Eligibility: New Yorkers Age 16 and Older
Starting today, New Yorkers 16 years of age and older are eligible for the COVID-19 vaccine.

Expanded Vaccine Eligibility: New Yorkers Age 30 and Older
New Yorkers age 30 and older are now eligible for the COVID-19 vaccine.
Beginning Tuesday, April 6th, universal eligibility goes into effect and all New Yorkers 16 years of age and older will be eligible to receive the vaccine.

Expanded Vaccine Eligibility: New Yorkers Age 50 and Older
Beginning today, New Yorkers age 50 and older are now eligible for the COVID-19 vaccine.

Pharmacies Can Now Vaccinate New Yorkers with Comorbidities
Pharmacies can now vaccinate New Yorkers with certain medical conditions (listed below). Patients can self-certify that they qualify for the COVID-19 vaccine by using a NYC Health Department attestation form. For more information about the COVID-19 vaccine and eligibility, you can visit: https://www1.nyc.gov/site/doh/covid/covid-19-vaccines.page.
New Yorkers age 16 and older with the following conditions are eligible for vaccines due to increased risk of moderate or severe illness or death from the virus that causes COVID-19:
- Cancer (current or in remission, including 9/11-related cancers)
- Chronic kidney disease
- Pulmonary Disease, including but not limited to, COPD (chronic obstructive pulmonary disease), asthma (moderate-to-severe), pulmonary fibrosis, cystic fibrosis, and 9/11 related pulmonary diseases
- Intellectual and Developmental Disabilities including Down Syndrome
- Heart conditions, including but not limited to heart failure, coronary artery disease, cardiomyopathies, or hypertension (high blood pressure)
- Immunocompromised state (weakened immune system) including but not limited to solid organ transplant or from blood or bone marrow transplant, immune deficiencies, HIV, use of corticosteroids, use of other immune weakening medicines, or other causes
- Severe Obesity (BMI 40 kg/m2), Obesity (body mass index [BMI] of 30 kg/m2 or higher but < 40 kg/m2)
- Pregnancy
- Sickle cell disease or Thalassemia
- Type 1 or 2 diabetes mellitus
- Cerebrovascular disease (affects blood vessels and blood supply to the brain)
- Neurologic conditions including but not limited to Alzheimer's Disease or dementia
- Liver disease
Update March 9, 2021
Expanded Vaccine Eligibility: 60 and Older; Nonprofit, Government, and Building Service Workers
Governor Cuomo today announced the expansion of eligible groups for the vaccine.
- New Yorkers 60 Years of Age and Older Can Be Vaccinated Beginning March 10
- Government Employees, Nonprofit Workers, and Essential Building Service Workers Are Eligible for COVID-19 Vaccine Beginning March 17
- Vaccine Distribution Eligibility Expanded; All Providers Except Pharmacies Can Now Vaccinate Any Eligible New Yorker Starting March 17; Pharmacies Can Vaccinate 60-plus and Teachers Per Federal Guidance Starting March 10
Under this new expansion of eligibility, the following essential workers will now be eligible to begin receiving the COVID-19 vaccine on March 17:
· Public-facing government and public employees
· Not-for-profit workers who provide public-facing services to New Yorkers in need
· Essential in-person public-facing building service workers
This includes workers such as public works employees, social service and child service caseworkers, government inspectors, sanitation workers, DMV workers, County Clerks, building service workers and election workers.

Update January 13, 2021
COVID-19 VACCINE ANNOUNCEMENT
The COVID-19 vaccine is now available to certain groups in NYC. In addition to Phase 1a healthcare workers, as of Monday, January 11th, the following groups are also eligible:
- Individuals Age 65 and older
- Teachers and Education workers
- First Responders
- Public Safety workers
- Public Transit workers
- Public-Facing Grocery Store workers
- Specified Homeless Shelter residents and workers
Eligible individuals will need to schedule an appointment directly with a vaccination site in advance and complete a COVID-19 Vaccination Form either online or at the vaccination site during their appointment.

SCHOOL CLOSING + CPC COMMUNITY CENTERS OPERATING VIRTUALLY
Earlier today, the Mayor announced that NYC public schools will close starting Thursday, November 19th and until further notice due to the increase in COVID-19 cases. In commitment to our goal of providing services safely and securely and out of an abundance of caution, CPC community centers will also close beginning Thursday, November 19th. All in-person appointments will be rescheduled, and community members are encouraged to reach out to CPC staff to make alternative arrangements.
Services: This is our program schedule starting Thursday, November 19th:
- Our Early Childhood Centers and Learning Labs will remain open for in-person services.
- Essential services including our Home Attendant Program, Home Delivered Meals, Hong Ning Housing for the Elderly, Individual Residential Alternative, and Resource Navigators Initiative will also continue to operate in-person.

CPC REOPENING + PROGRAMMING AND SERVICES UPDATE
Since the beginning of the pandemic, CPC has been committed to two goals: 1) keeping our staff and community members healthy and safe and 2) providing services safely and securely. While some essential services continued to operate normally, our community centers closed indefinitely, and most programs transitioned to virtual services.
Reopening: Having reviewed federal, state, and city guidance on reopening, we spent the past few months developing our own reopening plan. This includes, but is not limited to, retrofitting our community centers and program spaces, updating our signage, and training staff on new protocols. Nearly eight months after closing, we are excited to announce the reopening of our community centers in Manhattan, Brooklyn, and Queens starting Monday, November 9th.
Guidelines: Prior to reopening, we would like to provide you with several important guidelines on what to expect:

COVID-19 COMMUNITY UPDATES AND RESOURCES
As New York City enters Phase Four of reopening this week, CPC remains committed to the health and safety of our staff and community members. We have operated on a modified schedule since March, and will continue to do so through the summer.

New York City in entering Phase Two of reopening today June 22, 2020.
CPC is committed to the health and safety of our staff and community members. During the COVID-19 health crisis, CPC programs are working on a modified schedule until September 8, 2020. The Individualized Residential Alternative Program, home delivered meals, home care program, and Hong Ning Housing for the Elderly will continue services as usual.
CPC services will be operating in a manner that keeps staff and community members safe and more information about how we will reopen will be shared closer to September 8, 2020.

COVID-19 COMMUNITY UPDATES AND RESOURCES
Early Childhood Education
- CPC Little Star is going to be opening a Regional Education Centers for first responders on April 7th at New Little Star Site, 178 Broome Street, New York, NY 10002. If anyone who is a first responder and essential workers and are interested, they can apply online through DOE. Unfortunately, we can only help prioritize students who families are already in our program and first responders. We will service families from 7:30am-6pm, ages 2 -5 and their older siblings up to 11 years old. https://www.schools.nyc.gov/enrollment/enrollment-help/regional-enrichment-centers
- The DOE will continue remote instruction during days that were scheduled for Spring Recess, including those that are also religious holidays. The State of New York ordered all schools to continue providing instruction every school day, even if it was scheduled to be a break, and even if it is a religious holiday. Maintaining school instruction will keep kids learning while staying at home, which will help stop the spread of coronavirus in our communities.
Shop for Groceries Online with your SNAP Benefits
Did you know that you can now use your Supplemental Nutrition Assistance Program (SNAP) benefits to shop online for fresh produce and groceries? Participating online stores now accept SNAP benefits for online orders and will deliver to you. Use your EBT card to shop securely for fresh produce and groceries at these participating stores in the New York City area:

Note: SNAP benefits cannot be used to pay delivery fees. Be sure to confirm an online store delivers to your home address.

- Small Business Forgivable Loans
The Paycheck Protection Program authorizes up to $349 billion in forgivable loans to small businesses (under 500 employees) to pay their employees during the COVID-19 crisis. All loan terms will be the same for everyone. Starting April 3, 2020, small businesses and sole proprietorships can apply for and receive loans to cover their payroll and other certain expenses through existing SBA lenders. Starting April 10, 2020, independent contractors and self-employed individuals can apply for and receive loans to cover their payroll and other certain expenses through existing SBA lenders. - Free Meals
The New York City Department of Education is committed to making three free meals available daily for any New Yorker. Any New Yorker who wants one can get three free meals a day at more than 400 Meal Hubs across the city.
- Meals can be picked up at all Meal Hubs 7:30 am to 1:30 pm, Monday through Friday
- Meals Hubs will operate for children and families from 7:30 am to 11:30 am, and for adults from 11:30 am to 1:30 pm
- No one will be turned away at any time
- All adults and children can pick up three meals at one time
- Vegetarian and halal options available at all sites
- No dining space is available, so meals must be eaten off premises
- Parents and guardians may pick up meals for their children
- No registration or ID required
- Economic Impact Payments
The Treasury Department and the Internal Revenue Service announced on March 30, 2020 that distribution of economic impact payments will begin in the next three weeks and will be distributed automatically, with no action required for most people. However, some taxpayers who typically do not file returns will need to submit a simple tax return to receive the economic impact payment.
- Who is eligible for the economic impact payment?
- Tax filers with adjusted gross income up to $75,000 for individuals and up to $150,000 for married couples filing joint returns will receive the full payment.
- For filers with income above those amounts, the payment amount is reduced by $5 for each $100 above the $75,000/$150,000 thresholds.
- Single filers with income exceeding $99,000 and $198,000 for joint filers with no children are not eligible.
- Social Security recipients and railroad retirees who are otherwise not required to file a tax return are also eligible and will not be required to file a return.
- Eligible taxpayers who filed tax returns for either 2019 or 2018 will automatically receive an economic impact payment of up to $1,200 for individuals or $2,400 for married couples and up to $500 for each qualifying child.

- Wear A Mask Outside
The New York City Department of Health and Mental Hygiene recommends that all New Yorkers wear a face covering when outside of their home to help stop the spread of coronavirus disease 2019 (COVID-19). Wearing a face covering does not make you invincible! New Yorkers still need to stay home as much as possible, especially if sick. It is essential that people continue to practice social (physical) distancing and good hand hygiene even when wearing a face covering — including keeping 6 feet of distance between themselves and others whenever possible. A face covering is one more precaution we can take that may help stop the spread of COVID-19.

Senior Services
NYC Department for the Aging (NYC DFTA) is still allowing senior center members to pick up their congregate meals to-go. However, the City of New York will be offering seniors the option to have their meals delivered to their homes if they are unable to or are uncomfortable going to their senior center to pick up their meal. All seniors should make sure that your senior centers have the correct address for you. We will continue to provide meals for pick up at CPC Senior Centers for as long as NYC DFTA allows. We will shift all of our senior center members to home delivered meals if NYC DFTA does not allow CPC to provide meals to-go. Home delivered meals will not be delivered by CPC employees, they will be delivered by city contractors. Please do not reject the delivery because this would delay future meals. If you are unsure of who is delivering the meal at your door, please request that they show you ID.

If you are extra anxious, stressed or depressed, call 1-888-NYC-WELL to speak to trained counselors for FREE. You can also text “WELL” to 61573 or chat online. Counselors are available 24/7.

Bars, Restaurants and Entertainment Venues Closed
Starting Tuesday, March 17, restaurants, bars and cafes may only serve food take-out and delivery. Nightclubs, movie theaters, small theater houses and concert venues must all close.
All barbershops, hair salons, tattoo or piercing salons, nail salons, hair removal services and related personal care services will be closed to the public effective Saturday, March 21 at 8:00PM.
No Gatherings of 50 More People
All outdoor and indoor events with 50 or more people are now banned. For gatherings with 49 people or fewer, we advise facilities to remain at less than 50% capacity in order to better encourage social distancing.
NYC Public School Buildings Closed
New York City public schools will be closed to students and staff on Monday, March 16. Starting Tuesday, March 17, schools will move toward a new Remote Learning Model for all school days until Spring Recess. More information can be found at www.schools.nyc.gov

Governor Cuomo will issue an executive order directing non-essential businesses to implement work-from-home policies effective Friday, March 20. Businesses that rely on in-office personnel must decrease their in-office workforce by 100 percent. Exemptions from the order will include shipping, media, warehousing, grocery and food production, pharmacies, healthcare providers, utilities, banks and related financial institutions.

Update March 17, 2020
CPC is committed to the health and safety of our staff and community members. In light of the recent news that all NYC public schools are closed until April 20th, 2020, CPC will be modifying or temporarily suspending all of our services effective Monday, March 16th, 2020. We are actively reassessing how we can support the community during the COVID-19 health crisis. We feel this is the best decision based on guidance from the City and State.
The following is our modified program schedule:
- All CPC Community Centers in Brooklyn, Manhattan, and Queens will be closed, and staff are evaluating how services can be provided remotely.
- All CPC Senior Centers will only provide daily take-home meals for our senior members in the morning.
- All Early Childhood Centers, School Age Centers, School-Based Youth, and Workforce Development Programs are closed, and staff will continue to perform regular check-ins and monitoring of our families through email, text, and phone.
- The Individualized Residential Alternative Program, home delivered meals, home care program, and Hong Ning Housing for the Elderly will continue services as usual.
- All other programs are temporarily suspended.

Dear Friends,
At CPC, the health and safety of our staff and community members are of utmost importance. We are actively monitoring and assessing the evolving COVID-19 public health situation in New York City. Based on current guidance, CPC will continue to keep all of our programs, community centers, and subsidiaries open. As an Asian American organization, we must demonstrate our leadership and send a strong message that it is safe to congregate with Asian American communities and in Asian American neighborhoods. We can continue to serve our community members by being diligent about promoting healthy hygiene and accurate information.
Because safety is our top priority, I want to share what CPC has been doing to implement protocols and guidelines in order to prevent the transmission of COVID-19.
- We are having meetings several times a week to review the latest guidance from federal, state, and city governments. We are also speaking with the Mayor’s Office, city agencies, and elected officials about our organizational, staff, and community’s concerns as well as consulting with medical, human resources, and legal experts to ensure that staff and community members stay healthy.
- We are actively addressing prejudice and discrimination in the Asian American community by speaking to mainstream and ethnic press, hosting community forums, and advising government agencies.
- We are increasing our deep cleaning and disinfecting routines at all our sites and developing contingency plans, such as staggering program hours. While CPC programs and community centers will remain open, a few activities like college tours and other large-scale events are suspended until further notice.
- We encourage everyone to exercise good hygiene practices such as frequent handwashing, staying home if you are sick, getting the flu shot, and coughing or sneezing into a tissue or your sleeve.
We will continue to monitor the latest information and provide updates on COVID-19 with staff and community member safety top of mind. For official updated information, please visit NYC Health. We will get through this uncertain time by remaining steadfast in our commitment to our community members and to each together.
